Apuntes sobre el concepto de lo rural

Para definir lo rural no existe una convención o acuerdo. Se ha definido de diferentes maneras, atendiendo a divergentes puntos de vista, frecuentemente visualizando lo rural con la idea de atraso, aislamiento y pobreza.

Existen diferentes acepciones. Una de ellas vincula lo rural al sector agrícola, presuponiendo que se trata de ruralidad cuando la economía depende de actividades primarias, normalmente agricultura, silvicultura, minería y pesca. Se asocia lo rural también con la pobreza. Una segunda acepción considera como rural aquello que no es urbano, utilizando normalmente indicadores demográficos.

Resultan curiosas las definiciones de lo rural y urbano del Diccionario de la Real Academia Española (www.rae.es):

rural.

(Del lat. rurālis, de rus, ruris, campo).

1. adj. Perteneciente o relativo a la vida del campo y a sus labores.

2. adj. Inculto, tosco, apegado a cosas lugareñas.

urbano, na.

(Del lat. urbānus).

1. adj. Perteneciente o relativo a la ciudad.

2. adj. Cortés, atento y de buen modo.

3. m. Individuo de la milicia urbana.

Podemos determinar en la segunda acepción aportada por la RAE para cada palabra, un marcado preconcepto de lo rural como desechable y lo urbano como apreciable. De no ser así, ¿qué diferencia tiene alguien “cortés, atento y de buen modo” con respecto a alguien inculto y tosco? Si escudriñamos buscando el significado de tosco en el mismo diccionario, veremos en las dos primeras definiciones, que significa “Grosero, sin pulimento ni labor” o “Inculto, sin doctrina ni enseñanza”. Por otro lado, cortés significa “Atento, comedido, afable, urbano”, reafirmándose las definiciones de rural y urbano.

Otra definición, que me parece menos sesgada, es la que se fundamenta en el concepto del territorio. Así, pues, se considera rural una zona con la suficiente “oferta de recursos naturales que determina patrones de apropiación y permanencia en el territorio en procesos históricos” (Echeverri y Ribero, 2002). Quiere decir que una comunidad es rural cuando, por su oferta de recursos naturales, sus habitantes logran desarrollar un sentido de pertenencia al territorio tal que se disponen a construir sociedad con base en esos recursos naturales. Así lo entiendo a partir de la citada definición, según la cual podrían existir incluso centros urbanos dentro de un territorio rural, cuya existencia es determinada por la manera como aprovechan los recursos naturales.

El concepto demográfico y pasivo de lo rural

Muchos países diferencian lo urbano de lo rural atendiendo a la cantidad de habitantes en total de las comunidades. Rodríguez y Saborío (2008) ofrecen como ejemplo a México y Venezuela (2500 habitantes es el corte urbano-rural), Argentina, Bolivia y Honduras (2000), Panamá (1500), Nicaragua (1000).

Bien, si tomamos estos datos en consideración podemos inferir que al comparar el porcentaje de población rural de otro dato que discrimine entre lo rural y lo urbano, se puede inducir a errores de interpretación. Ante esto, la Organización para la Cooperación y el Desarrollo Económico (OECD) da una alternativa: la de tomar en cuenta la densidad, en su caso llamando urbanas a comunidades con menos de 150 habitantes por kilómetro cuadrado (Rodríguez y Saborío, 2008). Sin embargo, otro aspecto a tomar en cuenta, y que no queda cubierto por esta alternativa de la OECD, es en qué porción de la comunidad se aglomera la población, pues se puede dar el caso de una comunidad con áreas poco pobladas y áreas muy habitadas, llenando de complejidad la posibilidad de diferenciar lo rural de lo urbano.

En todo caso, definir lo rural como residuo, considerando como rural lo que no es urbano, obedece a un enfoque urbano-céntrico y por tanto sesgado. Considero que lo rural existe independientemente de las similitudes o diferencias con respecto a lo urbano. Hay una esencia en lo rural que no puede supeditarse a derivar su definición a partir del concepto de lo urbano. Definirlo así es menospreciar la ruralidad desde su propia idea.

Existe lo rural y existe lo urbano; ambos conceptos pueden entenderse por separado, aunque en la práctica no puede aislarse lo rural de lo urbano, pues sus límites son indefinidos. Bajo este enfoque no existe lo completamente rural ni lo completamente urbano, sino que puede pensarse en escalas que definen si es más rural o más urbano, pero no de manera discontinua.

Mwen se avèk ou, Ayiti (Estoy contigo, Haití)

Mi hermano Luis y yo nos miramos al mismo tiempo y nos despegamos del escritorio donde la joven que nos atendía nos preparaba los discos que comprábamos en Santiago. Uno de ellos era de Luis Segura. Lo había elegido porque contiene la canción "Dios mío, no nos desampares", de la cual hube escuchado por primera vez hacía varios años un fragmento como parte del video La Violencia del Poder, de René Fortunato. Es una canción que me llega al alma.

"Ven acá, ¿quién es que lo está moviendo?", pensé mientras miraba a las tres muchachas que estaban al lado interior del escritorio. Luis ya caminaba hacia afuera. "Está temblando la tierra. Cristian corre para acá", me dijo desde la puerta. De alguna parte sacaba un poco de tranquilidad. No, aquello no era tranquilidad sino suspenso. Miraba los artículos moverse, colgando a través de todo el establecimiento. Luis me llamó nuevamente preguntando si me quedaría adentro. Lo seguí.

Había lo que he decidido denominar una ligera brisa total. Edificios, lámparas, árboles. El elevado de la Avenida Estrella Sadhalá también se mecía al punto que llegamos a pensarlo en posibilidad de caer en cualquier momento.

Una de las muchachas salió atormentada, nerviosa, y corrió un poco por la acera. La llamamos diciendo que ya todo estaba bien, que había pasado. "Mi niño está en una segunda planta". Las lámparas de la avenida iban de un lado al otro. Estimamos en un minuto los síntomas del fenómeno. Nunca habíamos presenciado semejante situación.

No logramos realizar llamada alguna en la primera media hora. Escuchamos la Z 101 y logramos enterarnos así de algunas noticias preliminares, entre ellas el derrumbe de un hospital en Haití.

Pensé que tal vez no había consecuencias mayores; hasta el momento no se registraban pérdidas humanas y eso parecía alentador. Miramos un poco la Televisión. El Canal 7 entraba en contacto con reporteros de diferentes zonas de República Dominicana. CNN intentaba encontrar informaciones reales. Todo parecía inferior a lo que se descubriría a medida que llegaba el día de hoy. Se desplomaron muchos edificios, dejando sepultada una cantidad de personas que todavía no se ha podido cuantificar completamente. El Palacio Nacional no fue la excepción.


Es triste pensarlo, sentirlo como una aguja que entra en el corazón y me recorre internamente de arriba abajo, saber que es una dura realidad que parte el alma.

Siento mucho cariño por Haití y en este momento sufro sus heridas. Se me hace amargo este momento en que escribo aquello para lo cual quisiera no tener circunstancia alguna. Ahora me queda compartir con quien lea estas letras, como con cada afectado de alguna manera por los efectos del inesperado fenómeno sísmico de ayer, el dolor y a la vez la esperanza en Dios por la paz de las familias y el retorno a la normalidad de los humildes pueblos de Petion Ville, Carrefour, Port'au Prince y en general de nuestra hermana república, Ayiti.

Felicidades, comunidad de Fondo Grande

Discurso pronunciado el sábado 9 de enero del 2010 en la escuela de Fondo grande, en ocasion de finalizar un año de trabajos en la República Dominicana, a punto de partir para la realización de una Maestría en Socioeconomía Ambiental en el Centro Agronómico Tropical de Investigación y Enseñanza (CATIE), Costa Rica.

Distinguidos y distinguidas fondograndenses, ciudadanos y ciudadanas de la República Dominicana:

Consideramos apropiada esta ocasión para extenderles nuestro más sincero saludo y las inmensurables felicitaciones que con certeza les pueden ser atribuidas como indiscutiblemente merecidas. Esta vez, compatriotas, no sólo por la buenaventura de dar la bienvenida a un nuevo año, sino por la incondicional entrega con que se han dedicado a creer que un mundo mejor es posible y vale la pena. Les felicito con el corazón, no tanto por todos los logros que alcanzaron durante el agotado año 2009, sino por su empeño y sacrificio para caminar tras una visión, definir un norte y, paso a paso, esforzarse para juntos avanzar hacia ella. Dijo el gran líder hindú Mahatma Gandhi que "el éxito se mide por los esfuerzos y no por los resultados. Un esfuerzo total es una victoria completa".

Aprovecho este momento para felicitar a las personas que han trabajado directamente en las labores que hemos decidido implementar, tanto en el Consejo para el Desarrollo de Fondo Grande en su estructura funcional, como en los equipos laborales del Plan Nacional Quisqueya Verde que se han formado en esta comunidad.

Distinguidos y distinguidas fondograndenses:

Siento que el año 2009 ha sido de grandes bendiciones para este humilde pueblo de Fondo Grande. Hemos tenido en un año oportunidades que habíamos soñado y deseado por tres cuartos de siglo. Hemos gozado de luz permanente en días cuando durante otros años estaríamos a oscuras; hemos plantado miles de árboles en terrenos donde otros años estaríamos cortándolos; hemos trabajado dignamente por el bienestar de nuestras familias, la comunidad y el mundo días que en otros años habríamos perdido la noción de nuestro compromiso con la sociedad a nuestro alrededor; hemos visto y podemos ver hoy verdes campos donde otros años hubo cenizas y humo en memoria de los nutrientes perdidos, los árboles desaparecidos y la rebelión de las partículas del suelo en busca de asentamiento en la tierra prometida; hemos fortalecido y establecido alianzas en favor del desarrollo de esta comunidad con entidades nacionales e internacionales; hemos descrito el punto donde estamos y hacia dónde nos dirigimos; hemos podido contar con el apoyo total de personas que aman este pueblo y con voluntad de actuar en favor de los miembros de esta comunidad, porque el desarrollo está basado en el ser humano como eje central. Identifico en este último punto a nuestras entrañables amigas Michela y Noris, nuestros amigos Luisito, Víctor, Alberto, Elías y Jaime. Ustedes les conocen y saben cómo han aportado para que nuestros sueños tengan un alegre despertar.

Quiero destacar la definida conciencia social de nuestro presidente, el señor Luis Ceferino Gónez, quien ha sabido entregarse en cuerpo y alma a esta comunidad durente toda una vida, y gracias a cuya moral, capacidad, experiencia y creatividad hemos contado con infinidad de logros positivos para el bien común. Su ejemplo nos motiva a ser mejores y luchar por aquello que soñamos. Reconozco también la buena disposición de nuestro Epifanio Castro, quien no ha tenido límites ni condiciones en cuanto al trabajo comunitario se ha referido. Epifanio vive lo que hace y por tanto dedica todas sus destrezas para hacer lo mejor en cada momento.

De la misma manera, podemos afirmar que Marvelys Leclert ha sido la joven de su género que más se ha destacado, participando activamente en tres de las cuatro organizaciones sociales que existen en nuestra comunidad. Distingo también, y de manera muy especial, a la señora Catalina Luciano, nuestra capataz a quien cariñosamente llamamos Pedro, por su elevada capacidad de liderazgo así como por su esfuerzo y dedicación para lograr dignamente los objetivos comunes de Fondo Grande.

Hago pública mi salutación a Erasmo Antonio Leclerc, Teófilo Trejo, Carlos Almonte, Fernando Polanco, Amauris Rodríguez y demás personas que han creído en los modelos de producción que proponemos. Ustedes son el ejemplo que demuestra la posibilidad del cambio para mejorar.

Felicito la mentalidad empresarial de Domingo Luciano, Martín Almonte, Marvelys y Ramón Leclert, Dominga Fernández, Altagracia García, Aurelio Jiménez y otras personas que han sabido encontrar oportunidades donde otros visualizan un riesgo empresarial. Esta es una característica de personas emprendedoras.

Felicito en cada uno y cada una de ustedes, compueblanos y compueblanas, la buena voluntad que les trae a este espacio, como en otras circunstancias cuando los fines comunes así lo han determinado.

Reitero conjuntamente mi agradecimiento sincero, en virtud de mi próxima ausencia física durante los dos años que inician con el presente. A propósito de ese viaje, les cuento, distinguidas personalidades, que no significa de manera alguna la separación, siquiera en idea, entre su interlocutor y la visión fondograndera que compartimos. Se trata de la materialización de una decisión proactiva que, siendo en su tiempo una actividad importante no urgente en el segundo cuadrante de Covey, fue elegida como prioridad en el último trimestre del año 2008. Llegó esta oportunidad un año después para declarar como posible la realización de un sueño que nos ha acompañado durante mucho tiempo, el cual crece a medida que reconocemos que los cambios en el mundo empiezan por el individuo y desde allí se propagan como rayos de brillante luz.

De todo lo tratado, vecinos y vecinas, concluyo recalcando que es inherente a ustedes, fondograndenses, ciudadanos y ciudadanas de la República Dominicana y el mundo, la capacidad de luchar por alcanzar sus metas y con ellas una visión. Con fe en Dios, buena voluntad, entusiasmo, valentía, amor, humildad, determinación y entrega, luchen siempre por un mundo mejor como lo han soñado. Sean, pues, esa luz que alumbra aún mejor en la noche más oscura.

Brigadas binacionales reforestan frontera

Fondo Grande, 4 de diciembre de 2009. Los territorios donde se insertan las comunidades de Fondo Grande y Merende en la frontera dominico-haitiana esperan la llegada del 2010 con un nuevo verdor, gracias a la plantación de árboles que vienen realizando desde inicios del presente año sus brigadas de reforestación.

Los trabajos empezaron en febrero de 2009, a mediados de cuyo mes se inauguró, a través del Plan Nacional Quisqueya Verde, la Brigada de Reforestación Fondo Grande en el paraje del mismo nombre, perteneciente al municipio Loma de Cabrera. Tres meses después, gracias a los notables resultados de esta primera, fue establecida en la comunidad de Merende (mejor conocida como Magacé) en Capotille, Haití, la Brigada de Reforestación Magacé, aprovechando la cercanía entre Fondo Grande y Merende, así como la buena relación entre los habitantes de ambos lados de la frontera.

Mediante estas brigadas binacionales y otras que laboran a través de la frontera como cumplimiento a los acuerdos firmados entre los ministros de medio ambiente de República Dominicana y Haití con la Declaración de Villa Anacaona en septiembre del año pasado, se pretende reforestar la zona fronteriza y al mismo tiempo generar ingresos para las familias pobres que viven en estas comunidades, disminuyendo así la necesidad de sobreexplotar los recursos naturales para la subsistencia.

Entre las brigadas de Fondo Grande y Magacé han plantado alrededor de 200 mil plantas forestales de las especies pino, roble y caoba, cubriendo más de 2 mil tareas de tierra en las dos comunidades
